ABOUT US
As mandated by DILG Memorandum Circular No. 2020-167, the LEDIPO functions as the City’s FOCAL OFFICE for investment promotion and facilitation, serving as a One-Stop Center for business inquiries, investor assistance, and aftercare services. It also supports the growth of local enterprises by linking MSMEs to support agencies and key players in advancing inclusive and sustainable local economic development. LEDIPO serves as the implementing arm of the Legazpi City Investment and Incentive Code, responsible for processing incentive applications, evaluating investor eligibility, and monitoring compliance with the terms and conditions of approved incentives. It also acts as the Secretariat to the Legazpi City Investment and Incentive Board (LCIIB), providing technical and administrative support in the implementation of local investment policies.

MISSION
The CEIPD is committed to:
- Serve as a member of the Economic Advisory Group that will guide the City in investment promotion;
- Create a conducive business-enabling environment to attract, retain and expand investments;
- Advocate and promote policies and practices that will encourage local investments;
- Identify revenue-generating and enterprise development projects of the City which may be implemented by the private sector through PPP arrangements;
- Provide support and facilitation assistance for prospective and new investors;
- Establish and maintain a local economic database containing relevant facts and figures on the local economy;
- Conduct mission trips concerning the promotion and marketing activities of the City to attract investments;
- Assist and support local councils whose undertakings are related to economic development;
- Assist in the promotion and development of MSMEs;
- Establish and maintain partnerships with NEDA, PPP Center, DTI, NCC, DOST, DOF, BOC, SEC, BLGF, NGOs/CSOs, academe, and other stakeholders in the implementation of PPAs that will promote business-friendliness and competitiveness of the City;
- Represent the City in trade and investment meetings, conferences, and other similar activities in both domestic and foreign venues; and
- Prepare and disseminate investment promotion collaterals.
