Application for new business permit

Step 1 – Application, Verification, Assessment

  • 1. Cert of Annual Inspection – City Engineers Office
  • 2. Fire Safety Inspection Certificate – Bureau of Fire Protection

Encoding of pertinent data entries in the syste and printing the final version of the application form

  • • Applicant checks the correctness of entries on the application form and signs the same
Verifying requirements:
(1) a valid Locational Clearance for business with corresponding attachments.
(2) DTI, SEC or CDA registration and compliance to Bureau of Fire Protection

  • • Applicant submits all required documents (these documents will be released along with the Mayor’s Permit)

  • • Incomplete requirements and non-compliance with the City BFP will terminate the processing

Step 2 – Payments of Taxes and Fees

Encoding of computed taxes and fees in the system using the application form released by CPDO Zoning Division.

Printing the approved Tax Order of Payment and handing this to the applicant, including a printed copy of the BPLS Feedback form

Request the applicant to proceed to Step 2 (City Treasurer’s payment area)


Collecting the amount indicated in the Tax Order of Payment, processing of payment, and issuance of Official Receipt
  • • Applicant submits copies of printed Tax Order of Payment and the money
  • • Applicant receives the Official receipt

Request the applicant to precoeed to Step 3 (BPLD Mayor’s Permit releasing area)


Processing the release of the business permit
  • • Applicant submits the Official Receipt and accomplished BPLS










Proceed to CTO for Payment of Taxes

Step 3 – Claim the Mayor’s Permit for business
Location: Business Permits and Licensing Division Releasing Area
Feedback Form to the releasing officer
  • • Releasing officer verifies the Official Receipt and checks if the feedback form was properly accomplished
  • • Releasing officer releases the business permit and business plate and or sticker including the requirements submitted in Step 1

Applicant shall personally go to the Mayor’s Office to have the clearance signed by the Mayor and/or his authorized representative

Assistance to researchers BPLO Staff
Licensing Officer
30 minutes to 1 hour Applicant submits his or her letter of intent to conduct research

BPLO staff informs the applicant of the specific personnel to assist the researcher

Clients are advised to follow-up to the next working day, pending documents due to unusual circumstances beyond the control of the Office
