Business-friendly initiatives of the Legazpi City government:
- Enhanced and automated the business registration process which lessened the requirements for application of a business permit, simplified steps of applicants and tax payers, and adopted a faster processing time
- Enhanced the business one stop shop to better cater to applicants and tax payers
- Adopted online electronic payment services for business tax which does not require the tax payer to pay cash or check at the City Treasurer’s Office
- Established the City Economic and Investment Promotion Office to provide a focal person that can address the concerns of existing and new investors
SECURING A MAYOR’S PERMIT TO OPERATE A BUSINESS
Operating any business in the City of Legazpi requires a valid Mayor’s Permit from the City government of Legazpi through the Business Permit and Licensing Division – City Mayor’s Office, located at the Business Center, City Hall Compound, Legazpi City.

LEGAZPI CITY GOVERNMENT’S BUSINESS CENTER
The Business Center is located at the city hall compound in Rizal St., Old Albay. This is across the Sanggunian Panlungsod building and City Treasurer’s Office. The Business One-Stop Shop (BOSS) layout is aligned with the city government’s 3-steps process. Steps 1 and 3 of a tax payer is in the Business Permits and Licensing Division (BPLD), while Step 2 is inside the City Treasurer’s Office (CTO’s) payment area.
In the BPLD, tax payers queue following the chairs by lanes in Step 1. Once they proceed to Step 2, an automated queuing system is available which will determine the window for payment. In Step 3, there is no queuing system since tax payers are served on a ‘first come, first serve’ basis.
Every January, the BOSS will have a section allotted for the OBO/CEO and BFP to accept new applications for an Occupancy Permit and Fire Safety Inspection Certificate (FSIC) for business. This area is located at the right side inside the BPLD.
The BFP personnel in this area also serve as the Customer Relations Officer of the agency.
The BOSS is open from Monday to Friday, 8:00 AM to 5:00 PM (no lunch break). However, every January, the operations of the BOSS is extended until 7:00 PM during weekdays or from Mondays to Fridays. It is also open on Saturdays from 8:00 AM to 5:00 PM.
INVESTMENT FACILITATION AND PROMOTION SERVICES
To sustain the city’s economic growth and development, the City Economic and Investment Promotions Division (CEIPD) promotes the City as a major investment destination in Bicol Region. The CEIPD monitors all facets of local governance affecting the investment climate, and works to maintain or improve the ease of doing business in the locality.
